LARIOS ROSILLO, VICTOR MANUEL

Victor M. Larios Rosillo received his Ph.D. and a DEA (French version of an MS program) in Computer Science at the Technological University of Compiegne, France, and a BA in Electronics Engineering at the ITESO University in Guadalajara, Mexico. He works at the University of Guadalajara (UDG) and holds a Full Professor-Researcher position at the Department of Information Systems where he is the Director of the Smart Cities Innovation Center at the CUCEA UDG Campus. Additionally, Dr. Larios is the founder of the UDG Ph.D. in Information Technologies in 2007 and leads projects in the Guadalajara academia, government and High Technology Industry local ecosystem (including IBM, Intel, and HPE), focusing on Distributed Systems, IoT, Data Analytics and Visualization, Serious Games and Smart Cities. In 2013, Dr. Larios was a consultant and elected Director of Science and Technology for the Guadalajara Ciudad Creativa Digital A.C. project. Since July 2013, Dr. Larios has volunteered as a Guadalajara City Local Leader for the IEEE Smart Cities Initiative producing white papers, scientific publications, supporting Hackathons, creating a Living Lab for Smart Cities and MOOCs (Massive Online Open Courses) and hosted the first IEEE International Smart Cities Conference in Guadalajara. Under the achieved experience in Smart Cities, Dr. Larios has been invited to bring talks in many Cities in Latin America, North America, Europe and Asia.
In 2015 as the partner with the University of Texas at El Paso (UTEP), had a project accepted for from the 100K Strong Americas Initiative supporting a bicultural experience for students developing Smart Cities projects. Also, Dr. Larios is 26 years valued IEEE Senior Member.
