Catedrático de neurociencia de la conducta y miembro del Sistema Nacional de Investigadoras e Investigadores (SNII-2, SECIHTI). Miembro del Mental Health, Law and Policy Institute (SFU, Canadá), profesor invitado en CIFAL-Argentina-UNITAR (United Nations Institute for Training and Research) e investigador invitado del proyecto Neurociencia y Derecho Penal en la Facultad de Ciencias Jurídicas de Toledo en la Universidad de Castilla-La Mancha. Asimismo, es presidente de la Fundación de Neurociencia Aplicada al Derecho, presidente fundador de MIND (Museo Iberoamericano de Neurociencia y Derecho) y tutor externo del doctorado en Psicología de la UNAM.
Doctorado en Psicopatología Forense (Sobrelaliente Cum Laude por unanimidad) y periodo académico del Doctorado en Neurociencia por la Universidad Complutense de Madrid. Post doctorado en Evolución y Cognición Humana en la Unidad Asociada al Instituto de Física Interdisciplinar y Sistemas Complejos de la Universitat de les Illes Balears. Los estudios de doctorado y post doctorado fueron realizados gracias al apoyo del Consejo Nacional de Humanidades, Ciencia y Tecnología.
Es académico correspondiente de la Academia de Ciencias Forenses de la República Argentina, editor asociado de Frontiers in Forensic and Legal Psychology y editor invitado de Frontiers in Human Neuroscience. Obtuvo el título del Máster en Psicología Clínica, Legal y Forense por la Universidad Complutense de Madrid y el título del Máster en Derechos y Necesidades de la Infancia por UNICEF y la Universidad Autónoma de Madrid.
Ha sido Profesor Titular en la Facultad de Medicina de la UNAM, investigador visitante del Instituto Max Planck de Derecho Penal Internacional (Friburgo, Alemania), investigador titular en el Instituto Nacional de Ciencias Penales, consultor externo de UNODC (Oficina de las Naciones Unidas contra la Droga y el Delito) y consultor senior de la UNESCO (Organización de las Naciones Unidas para la Educación, la Ciencia y la Cultura) para elaborar el estado actual de los Neuroderechos en México.
Ha sido Miembro del Consejo Consultivo de la Comisión Estatal para la Defensa de los Derechos Humanos; Asesor del Procurador General de Justicia del Estado; Director de Intercambio Académico, Director de Investigación y Posgrado; Director de Estrategias Operativas de Atención a Derechos Humanos; Director en la Unidad de Atención Inmediata y Primer Contacto en la Comisión Ejecutiva del Sistema Nacional de Atención a Víctimas.
Miembro del Comité Académico que revisó y asesoró el programa inicial de la licenciatura en Criminología, en la Facultad de Derecho y Ciencias Sociales de la Benemérita Universidad Autónoma de Puebla (BUAP); de la Maestría en Psicopatología Forense, de la Facultad de Medicina de la Universidad Autónoma Benito Juárez de Oaxaca (UABJO) y de la Maestría en Psicopatología Forense con énfasis en atención a víctimas en la Universidad de San Buenaventura, en Cartagena, Colombia.
Professor of Behavioral Neuroscience and a National researcher for the National System of Researchers (SNII-2, CONAHCYT), both in Mexico. He earned a dual PhD in Legal and Forensic Psychology and Neuroscience from the Complutense University of Madrid, Spain. He completed his post-doctoral studies in the area of Evolution and Human Cognition at the Institute for Cross-Disciplinary Physics and Complex Systems at the University of the Balearic Islands, Spain. Both his doctoral and post-doctoral research were funded by the NationalCouncil of Humanities, Sciences, and Technologies.
Dr. García-López’s previous academic appointments include Visiting Researcher at the Max Planck Institute for Foreign and International Criminal Law and researcher at the Faculty of Law (Project Law and Neuroscience) at the University of Castilla-La Mancha in Toledo, Spain. He has also been a Full Researcher at the National Institute of Criminal Science (INACIPE) and Professor of Victimology at the Faculty of Medicine at the National Autonomous University of Mexico (UNAM).
Dr. García-López has authored and edited 20 books, including: “Fundamentos de Psicología Jurídica y Forense”; “Psicopatología Forense. Comportamiento Humano y Tribunales de Justicia”, “Derecho Penal y Neurociencia”, among others. He is also a member of several Journal editorial committees, including Frontiers in Forensic and Legal Psychology and Anuario de Psicología Jurídica (Spain). He holds membership in a number of international associations, including Sociedad Española contra la Violencia, the Asociación Iberoamericana de Justicia Terapéutica, the Mental Health, Law and Policy Institute (Simon Fraser University, Canada), the International Association of Forensic Mental Health Services, the Fundación de Neurociencia y Derecho, and the Asociación Colombiana de Criminología.
He was a senior consultant for UNESCO to draw up the current status of Neurorights in Mexico.
