Mauro Arturo Rivera León has a Ph.D. in Law from the Complutense University in Madrid and a Master's in Parliamentary Law, Elections, and Legislative Studies from the same University (Spain). He obtained a Law Degree from the University of Sonora (Mexico).
Dr. Rivera has been visiting researcher at the Max Planck Institute for Comparative Public Law and International Law in Heidelberg (Germany), the Perelman Center for Philosophy of Law by the Free University of Brussels (Belgium), and the Silesian University in Katowice, Poland where he was a visiting Professor in 2019. He is a member of the National System of Quality Researchers in Mexico (CONACYT-SNI), level II (senior researcher).
He is the author of six books, including four legal research monographs and more than 40 scientific papers/book chapters in Spanish, English, and Polish. He has received seven national prizes for his research. Among them, he was awarded the most prestigious prize for articles of Constitutional Law in Spain for researchers under 35 years old (Teoría y Realidad Constitucional, 2011). In November 2022, he was awarded the federalism prize "Miguel Ramos Arizpe" by the Mexican Senate for his research on supermajorities and federalism in constitutional conflicts.
Dr. Rivera has given lectures and participated in conferences in Spain, Germany, Poland, Ecuador, and Pakistan. Several Parliaments in Mexico and Latin America have quoted his books and articles on law proposals, particularly his studies regarding legal drafting and legislative evaluation.
His professional experience includes completion of a constitutional doctrine internship at the Spanish Constitutional Court. He has served in several top judicial positions at the Mexican Constitutional Court (Supreme Court) and the High Chamber of the Federal Electoral Court. In 2019-2021 he was a Senior Law Clerk at the Mexican Supreme Court and wrote 80 rulings on behalf of the Court.
He is currently an Assistant Professor at the Silesian University in Katowice (Poland), where he leads a Research Project financed by the ¨Norwegian Financial Mechanism 2014-2021", entitled Qualified majorities in counter-majoritarian mechanisms: Towards a new theory of supermajorities in judicial review.
