PEÑA LLANES, JOSE JOEL

Dr. José Joel Peña Llanes is a Professor at the National Autonomous University of Mexico (UNAM). He also teaches at Universidad Anáhuac México, Universidad La Salle México, and Universidad Iberoamericana Mexico City.

He holds a Doctorate in Law, with a specialization in Public International Law, from UNAM’s Institute of Legal Research, as well as a Doctorate in Public Administration from the National Institute of Public Administration (INAP). He also holds a Master’s Degree in International Relations Studies and a Bachelor’s Degree in International Relations from UNAM’s Faculty of Political and Social Sciences.

He is recognized as a Candidate in Mexico’s National System of Researchers by the Secretariat of Science, Humanities, Technology and Innovation (SECIHTI). He is an associate of the Mexican Council on Foreign Relations (COMEXI), where he participates in the Europe Plus, Russia–Ukraine Conflict, and Public International Law Analysis and Reflection Units. He is also an associate of the Institute of Politics and Governance, A.C. (IPG).

Dr. Peña Llanes serves as Secretary-General of the Mexican Branch of the International Law Association (ILA-Mexico). He is also a member of the Mexican International Studies Association (AMEI), the International Studies Association (ISA), and the Reflection Group on Integration and Development in Latin America and Europe (GRIDALE). He regularly contributes analyses to Mexican and international media and has participated as a speaker and discussant at numerous national and international academic conferences.

His research focuses on European integration, Latin American regionalisms, interregionalism, Mexican foreign policy, multilateralism, public international law, public administration, human rights, and the governance of emerging technologies.

He has published research articles in indexed academic journals and contributed chapters to edited volumes on international relations, regional integration, foreign policy, international law, and global governance. He has also coordinated collective academic publications and served as a reviewer for books, journals, and research projects in Mexico and abroad. Among his most recent publications is the co-edited volume Balance crítico de las Naciones Unidas a 80 años de su creación (Tirant lo Blanch, 2026).

Before joining UNAM as a full-time professor, he worked for more than eleven years at Mexico’s National Institute for Transparency, Access to Information and Personal Data Protection (INAI). During his tenure, he held several positions in the areas of international affairs, personal data protection, prevention and self-regulation, regulatory affairs, and legal consultation.
