Edmundo Molina-Pérez is assistant research professor at the School of Government and Public Transformation of Tecnológico de Monterrey. His work focuses on the development of new computational methods for studying decision-making under uncertainty. He currently leads applied policy research on the water and energy sectors, developing new simulation models and assisting stakeholders in decision making processes. He leads the Decision Sciences initiative of Tecnologico de Monterrey and the research group on Government and Public Entrepreneurship. He teaches courses on systems modeling, advanced simulation techniques, econometrics, microeconomics, and machine learning.

Dr. Molina-Perez has worked for the private sector (Deloitte Consulting), public sector (Central Bank of Mexico), academia (Tecnológico de Monterrey) and international think-thanks (RAND Corporation). In these capacities he has collaborated with various development banks, universities, technology companies and civil society. Examples of this include:

• Dr. Molina-Perez was lead researcher of Mexico’s Science and Technology Council Energy Knowledge Networks. In this capacity, he coordinated a multinational team of researchers, the development of energy models, and was the lead facilitator of stakeholders’ workshops with various energy institutions in Mexico.
• Dr. Molina-Perez was the principal investigator of Nuevo Leon’s long-term water strategy. A key policy document for the state that required the coordination of a multi-national team of researchers, the articulation of a water expert network that supported the federal and local governments and the development and deployment of innovative analytical tools.
• Dr. Molina Perez leads the development of cognitive models for developing decision support tools to assist decision making process in conditions of ambiguity and uncertainty. The experimental protocols of this study use neuropsychological profiling to assess the impact that decision support tools have on decision outcomes. The project is being developed with the support of the Air Force Office of Scientific Research.
• Dr. Molina-Perez co-leads the development of a computational platform to stress test climate development strategies against emissions and economic objectives. The platform is calibrated to represent the economic, technological, and environmental conditions of 100+ different countries. This project is under development for the Interamerican Development Bank and the World Bank.
