Carlos Barrachina Lisón holds a PhD in Political Science and Sociology and has been a member of the National System of Researchers of CONAHCYT since 2007. He has undergraduate and graduate studies in both Contemporary History and Political Science.
He is a Trainer at the General Directorate of Human Rights of the Technical Secretariat of the Advisory Council of the National Commission on Human Rights. He joined the institution in February 2023. He is a researcher at the Mexican Institute of Strategic and National Security Studies (IMEESDN), at the Army and Air Force University of the National Defense Secretariat (previously he had been between 2021 and 2023)
He has been a researcher at the Center for Higher Naval Studies between August 2023 and October 2024. He was also an adjunct professor in the Department of Political Science and International Relations of the University of the Americas Puebla (UDLAP) between August 2022 and August 2023.
He was a full-time professor at the Universidad Anáhuac México and Academic Coordinator of Postgraduate Monitoring and Graduation at the Faculty of Law of that university from October 2016 to March 2022. Since 2004 he has been a full-time professor at the University of Quintana Roo (currently on leave). From 2000 to 2004 he was a professor at the Center for Hemispheric Defense Studies in the United States, and since 2008 he has been a member of the Collective for Security with Democracy (CASEDE).
He has been an advisor to the Executive Secretariat of the National Public Security System (2013-2014) and to the National Security Commission (2015). He has taught graduate classes at, among other institutions, the UDLAP Jenkins Graduate School, the Federal Police, and the Center for Advanced Naval Studies (CESNAV). He completed research stays at the London School of Economics (1997), the University of Birmingham (1999), and the University of Miami (2000). He has been a member of the Executive Committee of PRONACES for Human Security (Mobility and Human Rights) of CONAHCYT from 2019 to November 2023.
Specialist in civil-military relations, public security, Central America, the southern border and migration. He has published on these topics; and frequently gives lectures and presents papers at national and international conferences and forums.
He is a regular columnist in different media outlets in the state of Quintana Roo, a contributor to Latin America 21 and owner of the portal www.encuadrepolitico.com.mx
He was born in Barcelona in 1970 (Spain) and became a naturalized Mexican citizen in 2008.
