Laura Flamand is a Research Professor at the Centre for International Studies at El Colegio de México and a Level II National Researcher. She received her BA in Politics and Public Administration from El Colegio de México in 1997 and her MA and PhD in Political Science from the University of Rochester (NY) in 2004. Since 2017, she has been the founding director of the Inequality Studies Network at El Colegio de México. Flamand is an expert in the analysis and evaluation of intergovernmental social policies, particularly in the areas of health, gender, education and environmental protection.

She is co-author of Seguro Popular and Federalism in Mexico. A public policy analysis (CIDE, 2014) and Democracy and federalism (INE, 2021). She is also co-editor of How is pollution governed in Mexico? Environmental policy alternatives (El Colegio de México, 2015) and Social inequalities in Mexico. Legacies and challenges from a multidisciplinary perspective. (El Colegio de México, 2021).
Her articles have appeared in Foro Internacional, Política y Gobierno, Health Research Policy and Systems, and Journal of Racial and Ethnic Health Disparities. She has chapters in several volumes published by Mexican and foreign publishers.

She has directed more than 25 multidisciplinary research projects funded by the National Science Foundation (USA), the Federal Ministry of Education and Science (Germany), the National Institute for Health Research (UK), UNESCO, UN Women, UNDP, the World Bank, and the National Council for the Evaluation of Social Policy in Mexico, among others.

In 2005, she was awarded the New Voices in the Study of Democracy in Latin America Prize by the Woodrow Wilson Center for International Scholars. Laura has held research fellowships at the Department of Politics, Oxford University, the Woodrow Wilson Center in Washington D.C., the Free University of Berlin and the National University of La Plata in Argentina. In 2015, she served as a social advisor in the Coordination of the Evaluation of the National Climate Change Policy, after being selected through a public call. From 2016 to 2019, she coordinated the design and implementation of the Gender Equality Model of El Colegio de México. Since 2018, she has been a principal investigator of Mecila (Maria Sibylla Merian Centre Conviviality-Inequality in Latin America), which involves seven institutes and universities from Germany, Argentina, Brazil and Mexico. Since 2023 she is leading the political economy chapter in Mexico of the NIHR-funded project “Health Financing Fragmentation and Universal Health Coverage in Brazil, Colombia, Mexico and India”.
