Dr. Liliana M. Moreno Vargas is a biochemical engineer with a Ph.D. in Chemistry, with a specialization in biophysical chemistry. She currently leads scientific research activities at the Federico Gómez Children’s Hospital of Mexico (HIMFG), where she co-founded the Computational Biology and Drug Design Research Unit. As a scientist, her work focuses on the rational design of therapeutic agents through molecular modeling, structural analysis, and in silico prediction of protein-ligand interactions. She addresses clinical needs through basic research, firmly grounded in the principle that high-quality, rigorous fundamental science is essential to sustain impactful applied research.
She also established the Technical Support Unit for Pre-Clinical Protocol Review (UHAP), where she served as Technical Secretary, overseeing the scientific and ethical evaluation of clinical research protocols and strengthening collaborations with both public-sector researchers and pharmaceutical industry stakeholders.
As an expert advisor to COFEPRIS, Mexico’s regulatory authority, Dr. Moreno has served on the New Molecules Committee and the Biotechnological Products Subcommittee, where she contributed to the rigorous evaluation of over 40 regulatory dossiers for innovative therapies, including biologics and advanced therapies. Her evaluations span preclinical, clinical, and manufacturing data, ensuring scientific rigor and regulatory compliance.
Dr. Moreno is also a mentor in the SPARK Mexico Translational Medicine Program, where she has supported the advancement of 28 biomedical projects by integrating technical, regulatory, and strategic perspectives. Her interdisciplinary work has enhanced institutional capacities in biomedical innovation, knowledge transfer, and technology evaluation.
Her professional trajectory reflects a steadfast commitment to science-driven healthcare innovation, regulatory excellence, and the development of translational strategies with tangible therapeutic impact.
